In 1931, the Statute of Westminster was created. The Crown relinguished power of the land and gave it to the people, to govern each Province by the people, white, indigenous and imigrants. It created a true soverngty. It outlined the steps for each province to create a de jure, seated Governement, to create a constitution (each) and then a federation of Provinces.
